The FIA announced its completed review of Sepang formation-lap power anomalies on October 8. Similar forecast weather in Singapore would restore the configuration established at Sepang; a further wet-weather power-unit software update is planned for the United States Grand Prix on October 25. Unlike the initial explanation, this gives deployment plans after review.
Some cars ran at low engine speeds in certain sections while subject to a 250 kW reduction, producing greater-than-intended power loss they could not recover there. The 250 kW is the reduction, not total output.

What prior tests covered, and stronger validation
Answering claims of no testing, the FIA said teams and power-unit manufacturers simulated the software and ran it in Belgian and Dutch FP1. Future validation combines stronger testing, independent assessment, collaborative feedback and standard-ECU supplier input.
The official response timeline
On October 4 Sepang local time, the start was suspended at 15:45, an updated configuration issued at 15:50 and further installation and operation guidance at 16:03. Integration preceded cars going out under start signals. The table separates software response and the restarted procedure. Sepang local time matches China Standard Time, UTC+8.
